北京市三城一区基层卫生服务空间可及性评估

Assessing Spatial Accessibility to Primary Healthcare Services in the Three Cities and One District in Beijing

摘要 目的梳理北京市三城一区的卫生资源供给情况,评价三城一区基层卫生服务空间可及性,识别可及性较差的区域。方法通过关键知情人访谈了解三城一区的卫生资源现状和需求,利用改进的两步移动搜寻法计算基层卫生服务空间可及性。结果北京市基层卫生服务可及性(每千常住人口卫生技术人员数)平均值为2.34人,三城一区有5.48%(50个)的社区基层卫生服务空间可及性高于9.936,有23.77%(217个)的社区可及性在1.613以下。怀柔科学城可及性总体水平较差,其他地区可及性的内部差异较大。结论要统筹规划北京市三城一区卫生健康资源,推进优质医疗资源配置均等化,促进医疗资源向非中心地区倾斜、向基层流动,并进一步对规划提出建议。 Objectives To sort out the health resources supply in three cities and one district in Beijing,evaluate the spatial accessibility of primary health services,and identify areas with poor accessibility.Methods Key informant interviews were conducted to identify the current status and demand for health resources in the three cities and one district.The spatial accessibility to primary healthcare services was calculated by the improved two-step floating catchment area method.Results The average primary healthcare service accessibility was 2.34 health technicians per 1,000 person.In the three cities and one district,the accessibility of 217 communities(23.77%)was lower than 1.613 doctors per 1,000 person,which was far lower than the average level of Beijing.There was a large gap in the spatial accessibility of primary health services in the three cities and one district.Huairou Science City had poor spatial accessibility.Conclusion We coordinate the planning of regional health resources to promote a balanced distribution of high-quality medical resources,and promote the inclination of medical resources to non-central areas and the flow of medical resources to the grassroots.We will also pay attention to the health needs of special groups in the three cities and one district,and make further suggestions for planning.
