农村基层党组织领导效能关系着治理体系和基层治理能力现代化建设。新冠疫情防控形势下,农村基层党组织的领导作用迅速凸显,他们在政策宣传、组织保障、群众动员、思想引导等方面发挥了重要作用,取得了明显成效。但同时也面临着一系列新的挑战,暴露出一些问题:农村党员干部危机意识不强、疫情初期决策欠果断、疫情防控中存在形式主义等等。为此,立足新形势新要求,要进一步加强基层党组织领导;进一步密切联系群众;优化人才队伍;构建科学的奖惩问责机制,从而提高农村基层党组织的领导效能,使基层治理有效有序。

The leadership effectiveness of rural grass-roots Party organizations is related to the modernization of governance system and capacity. Under the situation of new Crown Disease Prevention and control, the leading role of rural grass-roots Party organizations has been rapidly highlighted, they have played an important role in policy propaganda, organizational guarantee, mass mobilization, ideological guidance and so on, and achieved obvious results. But at the same time, they also face a series of new challenges, exposing some problems: the lack of crisis awareness among rural party members and cadres, the lack of decision-making in the early stage of the epidemic, the existence of formalism in the epidemic prevention and control, and so on. To this end, in the light of the new situation and the new requirements, it is necessary to further strengthen the leadership of the grass-roots Party organizations, further keep in close contact with the masses, optimize the ranks of qualified personnel, and establish a scientific mechanism of rewards, punishments and accountability, so as to improve the leadership effectiveness of the grass-roots Party organizations in rural areas. So that governance at the grassroots level can become effective and orderly.
