“杀猪盘”式电信网络诈骗犯罪打防对策研究

Research on the Countermeasures of Fighting and Preventing the"Killing the Pig Disk"Telecom Network Fraud

“杀猪盘”式电信网络诈骗犯罪作为当前令群众损失最大、危害最突出的案类,也给被害人带来难以愈合的情感创伤。2019年以来,“杀猪盘”式电信网络诈骗犯罪案件数量剧增,且在“找猪”、“养猪”和“杀猪”环节呈现新动向。经过近两年专项行动的开展,“杀猪盘”式电信网络诈骗犯罪得到一定的治理,要继续巩固并深化打击成效,仍需在深耕源头治理、落实网站监管职责、提高防范意识和加强国际合作等方面做好相应的工作。

The crime of"killing pigs"type telecommunications network fraud,as"the case that cunently causes the masses the most losses and the most prominent harm",will not only bring unhealable emotional wounds to the victims,but also cause them to suffer huge assets loss.Since 2019,there has been a sharp increase in the number of criminal cases of"killing pigs"telecommunications network fraud,and new trends have been shown in the links of"finding pigs","raising pigs"and"killing pigs.After nearly two years of special operations,the"killing pig"type telecommunications network fraud crimes have been dealt with to a certain extent.If the effectiveness of the crackdown is to continue to be consolidated and deepened,it is still necessary to dig deeper into source governance,implement website supervision responsibilities,raise awareness of prevention,and strengthen corresponding work,which should be done in international cooperation and other areas.
