中国共产党成立后,经过战争年代的艰苦斗争和在革命根据地的探索实践,逐步形成了"党管干部"的基本原则,确立了"任人唯贤"的干部路线;中华人民共和国成立初期,中央探索制定了多项干部管理制度,确立了"统分结合"的干部管理体制;党的十一届三中全会后,中央以党和国家领导制度改革为突破口,探索实行公务员制度,持续推进党政机关、国有企业和事业单位干部分类管理制度改革;党的十八大以来,中央继续完善干部管理制度体系,优化党对干部管理工作的领导体制,干部管理制度进一步完善。展望未来,中国共产党将一如既往地坚持正确的指导原则和干部路线,不断完善干部管理体制和制度体系,持续改进干部管理机制和工作方法,推进有中国特色的社会主义干部管理制度日益完善、优势将日益凸显。

After the founding of the CCP,through the arduous struggle during the wartime and the exploration and practice in the revolutionary base areas,the basic principle of“Party Managing Cadres”was gradually formed,and the cadre line of“appointing people on their merits”was established.In the early years of the People’s Republic of China,the CCP formulated multiple cadre management institutions,established the cadre management system that combines centralization and decentralization.After the 3 rd Plenary Session of the 11 th Central Committee,the CCP made a breakthrough in the cadre management system reformation,implemented the civil service institution,consistently promoted the cadre management reformation of the state-owned enterprises and public institutions.After the 18 th National Congress of the CCP,the CCP continue to refine the cadre management system and enhance the Party’s leadership of cadre management system,and the cadre management system was further improved.Looking forward to the future,the CCP will maintain the righteous leadership and cadre line,continue to perfect the cadre management system and institution,and consistently improve cadre management principle and methodology.The socialism cadre system with China’s characteristic will generally become more sophisticated and prevailing.
