Shanghai should actively explore new modes and paths of innovative urban governance,establish integrated urban operation management centers at city,district and street/town levels,further improve urban“One Network of Unified Management”,promote fine urban management,improve the scientific,fine and intelligent level of urban governance,enhance the city's emergency response capacity in the face of disasters and emergencies,and ensure safer,smoother,more efficient and sustainable operation of all areas and links of the city.
