总体国家安全观视阈下的“安全发展”

"Security Development"from the Perspective of Overall National Security Concept

[研究目的]基于总体国家安全观视阈分析“安全发展”理念的生成脉络,明确内涵要义、时代价值和实现路径,为科学认识安全发展、激发安全发展动力提供理论依据。[研究方法]以党的十九届二中至五中全会公报文本为样本,使用ROST CM6、ROST NAT等分析工具,从语义学角度围绕“发展”“安全”进行关键词的词频分析、矩阵共词可视化图分析,梳理高频词、关联词的亲疏关系程度,分析“安全发展”的理念生成脉络,深刻揭示其内涵和价值。[研究结论]十九届二中至五中全会公报反映了从“发展”为中心、到“发展”与“安全”并重,再到“安全发展”融合性理念的生成,揭示了对发展与安全关系的哲理性深刻认知和准确把握;“安全发展”理念为审视和思考国家安全问题、统筹安全与发展、开展国家安全工作提供了新的理论框架。应以总体国家安全观为基础,充分汲取“安全发展”理念的思想动能,坚持系统思维,构建大安全格局,切实加强国家安全体系和能力建设。

[Research purpose]Analyzing the formation of the concept of"safe development"from the perspective of the overall national security concept and clarifying its connotation,time value and realization path,it is conductive to a scientific understanding of safe development and stimulate the driving force of safe development.[Research method]Taking the text of the Second-Fifth Plenary Session of the 19th Central Committee of the CPC as the research sample,we mainly use software tools such as ROST CM6 and ROST NAT to analyze the word frequency of keywords around"development"and"safety"from the perspective of semantics,and make visual graph analysis of common words in a matrix of frequently-occurring keywords,sorting out the degree of intimacy between high-frequency words and related words,analyzing the context of the concept of"safe development",and deeply revealing its connotation and value.[Research conclusion]The Communiquéof the Second to Fifth Plenary Sessions of the 19th National Congress of the Central Committee of the CPC reflected the transition from"development"as the center,to"development"and"security",and then to the generation of the concept of integration of"safe development",revealing the philosophy of the relationship between development and security.The concept of"safe development"provides a new theoretical framework for examining and thinking about national security issues,coordinating security and development,and carrying out national security work.Based on the overall national security concept,we should fully absorb the ideological momentum of the concept of"safe development",adhere to system thinking,build a general security pattern,and earnestly strengthen the national security system and capacity building.
