新冠肺炎疫情背景下的中韩人工智能合作

International Cooperation on Artificial Intelligence between China and ROK under the Impact of COVID-19 Epidemic

全球蔓延的新冠肺炎疫情加速了以人工智能为核心的数字经济的蓬勃发展,快速变化的世界经济格局和中韩两国的经济发展战略为双方在人工智能领域的合作创造了良好契机和条件。本文采用文献研究和逻辑演绎的方法探讨了新冠肺炎疫情背景下,中韩两国人工智能领域合作的基础和机遇,进而阐述了开展合作的重点细分领域,最后提出了促进合作的对策建议。中韩两国应基于双方良好的经贸往来和疫情影响下的经济走势,采取将中韩人工智能合作纳入中韩FTA框架、制定并实施扶持性产业政策和创设中韩人工智能合作开放型平台等举措,在智慧医疗、服务机器人、自动驾驶和智能家居等细分领域开展深入的人工智能合作。本文研究结果旨在促进中韩两国人工智能科研合作与创新,为双边与区域的智能经济协同发展提供参考。

COVID-19 epidemic that has been spreading globally accelerates the thriving process of digital economy with artificial intelligence as its core.The world economy situation that rapidly evolving and economic development strategy of China and ROK,create opportunities and conditions for artificial intelligence cooperation between these two countries.Literature research method and logical deduction are applied in this paper to discuss the foundation and opportunity of international cooperation in artificial intelligence under the impact of COVID-19 epidemic,then,to elaborate the key segmentations in which cooperation should be conduct firstly.And at last,policy advice to promote cooperation is offered in this paper.China and ROK should make full use of the existed economic and trade exchange,and deliberate the economic trend influenced by COVID-19 epidemic,to choose feasible approaches such as drawing China-ROK artificial intelligence international cooperation into China-ROK FTA framework,formulating and carrying out industrial support policy,and establishing China-ROK open platform for artificial intelligence cooperation,and make smart healthcare,service robot,autopilot vehicle,smart home and some other subdivided fields,as the key segmentation of deep artificial intelligence cooperation.Research findings and results of this paper are intended for promoting research cooperation and innovation of artificial intelligence between China and ROK,providing a reference for coordinated development of bilateral and regional intelligence economy.
