纵观建党以来、新中国成立以来及改革开放以来我党清廉建设与反腐斗争的历史沿革,仰望忠诚为民、清正廉洁、永葆先进性的党员群像,我们完全有底气说,清廉建设是中国共产党这艘巨轮百年劈波斩浪奋勇前行的压舱石!要形成更加清廉的政治生态、建设更加清廉的党员队伍、营造更加清廉的社会环境,就需要激励广大党员始终保持清廉品格,践行为民服务宗旨,必须从以下着力点把握:突出进行务实而不是空洞的为民服务宗旨教育;管住关键领域、关键环节和关键人物的权力运行,严格制衡党员领导干部特别是“一把手”权力的超载和滥用;鞭策党员公职人员追求对上负责与对下负责的一致性;全面提升党员干部的综合素质;提升党员干部的职业满意度和被信任感,修复好干群互信关系;深度改革用人机制,用科学办法让治国理政和振兴各业的杰出人才真正人岗相宜。

Throughout the historical evolution of CPC's integrity building and anticorruption struggle since the founding of the CPC,the founding of People's Republic of China,and the Reform and Opening up,and by looking up to the portraits of the Party members who are upright and clean,loyal to the people and maintaining their advanced nature,it can be concluded that the Communist Party of China is the ballast stone driving forward the CPC cou-rageously over the past century.In order to achieve a cleaner political ecolo-gy,a cleaner legion of Party membership,and a cleaner social environment,it is necessary and needed to encourage the majority of Party members to al-ways maintain a untainted character and practice the purpose of serving the people.To fulfill such purpose,the following points should be focused:be pragmatic rather than empty education for the purpose of serving the people,be in control of the power operation of key areas,links and figures,strict check and balance the overload and the abuse of the power of Party members and leading cadres,especially the“top leaders”,and spur on Party members and public officials to pursue consistent responsibility to the seniors above and the juniors below.The quality of Party members and cadres should be improved comprehensively and the professional satisfaction and trust of Party members and cadres shall be enhanced,so as to restore the mutual trust rela-tionship between cadres and the public.In-depth reform of the employment mechanism together with scientific methods should be implemented to ensure the outstanding talents at appropriate positions in governing the country and revitalizing various industries.
