在全球化的不断推进中,西方"现代文明""绝对真理"等核心观念随着资本、技术的流通在世界各地发酵、膨胀,当地传统文化受到严重冲击。中华文化在这股文化冲击中也无法独善其身,传统文化的导向机制受到工业化的严重冲击,消解了我们对历史存在的感受,忽视了历史给我们的启发:雅文化孤芳自赏,俗文化自生自灭,文化品牌缺乏,应对外来文化入侵不力等文化症结开始暴露出来。社会风险的回旋镖效应在不同领域开始凸显,风险的制造者与承受者狭路相逢。进行文化顶层设计,增强文化自觉意识,倡导社会主义核心价值观,对社会稳定和国家凝聚力的提升具有重要的现实意义。

The concepts such as "modern civilization" and "absolute truth" along with capital and technology ’ globalization are overwhelming the local traditional cultures.Chinese traditional culture is also facing the severe shock brought by industrialization,which dissolves the historical exists and neglects the enlightenments.The refined cultures indulge in self-admiration while the popular ones are left alone without enough influential cultural brands to response to the foreign cultural invasion.The boomerang effect is emerging in different areas bringing the risk-makers and risk-takers together.Carrying out the top-level design,enhancing the cultural consciousness and advocating the Core Values of Socialism are of great practical significance to the social stability and the promotion of national cohesion.
