大型城市社区卫生服务机构在疫情防控中的功能定位

Discussion on the Functional Orientation of Community Health Service Institutions in Epidemic Prevention and Control in Large Cities

面对2020年新冠肺炎疫情,上海市长宁区围绕防输入、防扩散、防反弹的防控目标,明确了"前端清总量、中端治存量、后端控增量、全程保质量"的防控策略。其中,社区卫生服务机构作为基本公共卫生服务网底机构,在前端清总量和后端控增量中,发挥了重要作用。社区卫生服务机构在公共服务履职、能力提升上有所收获,同时,也要结合疾病预防控制体系建设的机遇,思考自身定位,融入疾病预防控制体系现代化建设,加快自我赋能,促进平战结合长效机制常态化。

Facing with the epidemics of Novel Coronavirus Pneumonia in 2020,Changning district of Shanghai has clarified the prevention and control strategies about screening personnel information,curing the cases,preventing new infections and quality control,focusing on the objectives of preventing importation,spread and rebounding.Community health service institutions,as the network of basic public health services,have played an important role in the prevention and control process and have obtained the improvement of performing public service functions.At the same time,they still need to consider their own orientation,integrate into the modernization of the disease prevention and control system and accelerate capacity improvement to promote the formation of peace-war combined operation mode.
