On the Common Values of Human Being and the Rise of New Cosmopolitanism:Understanding A Community of Shared Future for Humankind

如何理解人类命运共同体的逻辑理路?透过对世界主义局限性及其当代困境的剖析,同时基于以和平、发展、公平、正义、民主、自由为核心取向的全人类共同价值,本研究发现,新世界主义可被视为一种对人类命运共同体及人类共同价值观的理论阐释,因为人类命运共同体作为新世界主义的具体载体,二者之间自然构成了一种十分紧密的表里关系。众所周知,新世界主义的理论基础是西方世界主义与东方价值理念的有机融合、中国优秀传统文化的创造性转化以及马克思主义世界史观的当代实践。因此,人类命运共同体及人类共同价值观的理论逻辑在于新世界主义对西方现代世界主义的理论超越,其历史逻辑在于新世界主义对中国传统天下主义的实践超越。本文认为,新世界主义与人类共同价值、人类命运共同体一样,都有制度化、实践化的需求,探索中外经济双循环之间的有效对接,追求"逆不平等性效应",为国际社会提供更多更好的公共产品,可成为其主要实践路径。

How to understand the logic of a community of shared future for humankind?By analyzing the limitations of the Western cosmopolitanism and its contemporary dilemmas,and also based on the common values of all mankind with peace,development,fairness,justice,democracy and freedom as its core orientation,this study finds that the Neo-cosmopolitanism can be regarded as the theoretical interpretation of building a Community of Shared Future for Humankind,which is the specific carrier of the Neo-cosmopolitanism,and both of them constitute an external and internal relationship.As we all know,the theoretical basis of the Neo-cosmopolitanism is the organic integration of Western cosmopolitanism and Oriental values,the creative transformation of the excellent Chinese traditional culture and the contemporary practice of Marxist view of world history.Therefore,the theoretical logic of the Community of Shared Future for humankind lies in the theoretical transcendence of the Neo-cosmopolitanism over the Western cosmopolitanism,and its historical logic lies in the practical transcendence of the Neo-cosmopolitanism over the traditional Chinese Tianxianism.This paper holds that exploring the effective docking between the double cycles of Chinese and foreign economies and providing more and better public goods to the international community by means of pursuing the “Anti-inequality Effect” can be the main approaches to realize Neo-cosmopolitanism.
