试论如何提高基层环境监测质量

当前,我国自然生态环境因全面建设发展及工业化的快速推进而遭受一定程度的破坏,环境监测作为环境保护的基本任务之一,在保证环境监测数据质量的基础上,使生态环境监测机构得以发展和生存。党的十八大以来,国务院加强了生态文明建设工作,通过上下同抓,全面开展生态文明建设。环境本身是一个复杂的综合系统,末端的环境监测是一项相对长期的工作,这也对基层环境监测的质量提出了更高的要求,直接决定了能否顺利有序地完成后续的环保任务。因此,当前我们需要集中精力完善基层环境监测中的质量管理体系,准确确定具体的监测位置,并有效利用多种数据处理技术。对此,文章对基层环境监测的重要性、当下现状、质量控制要点及相应的监测措施的拟定展开探讨。

The natural ecological environment has been damaged to a certain extent due to the current industrialization of my country’s comprehensive construction and development.Environmental monitoring is one of the basic tasks of environmental protection.On the basis of ensuring the quality of environmental monitoring data,the development and survival of ecological environmental monitoring institutions can be established.Since the Eighteenth National Congress of the Communist Party of China,the State Council has also strengthened the resettlement of ecological civilization construction,and comprehensively carried out the construction of ecological civilization through the method of simultaneous attention from top to bottom.The environment itself is a complex integrated system.Environmental monitoring at the end is a relatively long-term task,which also puts forward higher requirements on the quality of environmental monitoring at the grassroots level,which directly determines whether the subsequent environmental protection tasks can be completed smoothly and orderly.Therefore,what we currently need to deal with is to concentrate on improving the quality management system in the grassroots environmental monitoring,accurately determining the specific monitoring location,and ensuring and effectively using a variety of data processing technologies.In this regard,the article discusses the importance of environmental monitoring at the grassroots level,the current status quo,the key points of quality control and the formulation of corresponding monitoring measures.
