试论当前环保新形势下环境影响评价工作存在的挑战及建议

On the Challenges and Suggestions of Environmental Impact Assessment under the New Situation of Environmental Protection

本文通过分析当前环保新形势下环境影响评价工作存在管理机制不够严格、有资质的公司较少、提出评价结果无整改措施、公共参与基数较少、存在未批先建情况的挑战,为如何解决新环保形式下环境影响评价工作所存在的问题提出建立完善的审查机构、改革培养人才路径、将理论与实践相结合、提高社会公众参与度、严格管控报告审批权等五项建议。希望能为今后的环保工作提供参考。

This paper analyzes the challenges of environmental impact assessment in the current new situation of environmental protection,such as insufficient management mechanism,fewer qualified companies,no rectification measures for evaluation results,less public participation base,and construction before approval.In order to solve the problems of environmental impact in the new form of environmental protection,five suggestions are put forward,including establishing a perfect review organization,reforming the path of training talents,combining theory with practice,enhancing the degree of social public participation,and strictly controlling the right to approve reports,hoping to provide reference for the following environmental protection work.
