总结中国对外开放的巨大成就,需要站在中国人的立场,坚持独立自主,以中国的观点和方法来解释对外开放成就,并形成一套新话语、新见解、新理论。中国人需要有自己的国际贸易理论和国际经济学理论,即中国开放型经济学,也是"术语的革命"的内涵。其任务和目的就是按照中国开放型经济理论命题和逻辑架构,回答和总结中国经验、揭示中国规律,形成一个完全区别于西方主流国际经济学的理论体系,而不是对西方国际经济学理论的补充和修改,或运用西方国际经济学理论形成的中国经验验证。这一体系要充分认识和把握以下几个问题,即认识和把握马克思主义政治经济学基本原理,回答社会主义经济发展对外经贸关系的理论依据和实践运用,总结新中国前30年发展对外经济贸易关系的历史经验教训,阐释中国共产党提出开放型经济早期理论观点的重要贡献,以及开放型经济理论的基本内涵,揭示渐进式贸易自由化的基本经验和规律,总结"中国制造"国际竞争力持久不衰的理论,构建中国与开放型世界经济关系的宏观理论,阐释全球经济治理中国方案的理论涵义,以及构建人类命运共同体的价值观。
