市县级国土资源“一张图”系统设计与实现研究

Research on the Design and Implementation of City and County Level Land and Resources"One Map"System

国土资源“一张图”通过土地权属、土地利用现状、基本农田、矿产资源、基础地理、土地利用总体规划、遥感影像、遥感监测等多种数据集中整合,使用计算机技术和网络信息平台,以精细化管理为目标,以需求为导向,以应用促发展,建用并举,实现国土资源管理所有业务流程的网络覆盖,全面增强国土资源的综合管理水平和监管能力。本文以市县级国土资源“一张图”平台架构设计为研究对象,探讨了利用电子政务平台和ArcGIS构建“一张图”平台的框架、体系结构和平台设计的相关思路和方法,首先分析了系统的总体建设目标,进而探讨了系统的总体框架和系统的体系结构,最后对系统建设平台设计进行了详细的探讨,相信对从事相关工作的同行能有所裨益。

Land and resources"One Map"is integrated through a variety of data,such as land ownership,land use status,basic farmland,mineral resources,basic geography,overall land use planning,remote sensing images,remote sensing monitoring and other data.It uses computer technology and network information platform,takes fine management as the goal,takes demand as the guidance,promotes development with application,and develops both construction and use,realizes the network coverage of all business processes of land and resources management,and comprehensively enhances the comprehensive management level and supervision ability of land and resources.Taking the architecture design of city and county level land and resources"One Map"platform as the research object,this paper discusses the framework,architecture and platform design of"One Map"platform by using e-government platform and ArcGIS.Firstly,it analyzes the overall construction goal of the system,and then discusses the overall framework and architecture of the system,Finally,the design of system construction platform is discussed in detail,which is believed to be beneficial to colleagues engaged in related work.
