我国在经济发展、传统建筑施工企业规模不断扩大的环境背景下,由于简政放权改革、严控地方债务政策的实施,地方投资融资平台的政府融资功能开始被剥离,为促使经济的可持续发展,政府开始加大力度推行PPP项目建设模式,将社会资本、存量资产等盘活,缓解政府在债务方面的压力。在此种情况下,传统的建筑施工企业要想更好地投资PPP项目,就应结合项目特点与情况制订完善的融资管理方案计划,增强融资管控和管理工作的有效性。

In the context of China's economic development and the continuous expansion of the scale of traditional construction enterprises,due to the implementation of the policy of streamlining administration and delegating power and strictly controlling local debt,the government financing function of local investment and financing platform began to be stripped.In order to promote the sustainable progress of economy,the government began to strengthen the implementation of PPP project construction mode,integrating social capital stock assets and other assets are revitalized to alleviate the pressure of the government on debt.In this case,if traditional construction enterprises want to better invest in PPP projects,they should formulate a perfect financing management plan in combination with the characteristics and conditions of the project,so as to enhance the effectiveness of financing control and management.
