望奎妙香山10万kW风电平价上网项目施工组织总设计

摘要 望奎妙香山10万kW风电平价上网项目拟装机100 MW,安装28台单机容量3000 kW风力发电机组和5台单机容量3200 kW风力发电机组。该文以该项目为例,从总承包单位职责及组织机构、项目施工安全与质量管理、进度控制与计划管理主要措施及施工组织机构与人力资源计划等方面介绍了施工组织设计。安全管理主要是安全生产保证和生产监督体系的建立,工程技术人员组成安全技术保证体系,安监人员组成安全生产监督体系;质量管理主要是质量目标与指标和总承包与分包商质量管理体系的建立,工程项目实施至质保期结束不发生一级及以上质量故障,性能验收合格率100%、优良率98%;工程进度要根据一级和二级网络进度计划控制,进度的计划管理需要在前期准备、图纸、交叉作业、特殊作业等方面有措施;人力资源安排方面需要严格把控项目经理和安监人员、专业负责人等。 Wangkui miaoxiangshan 100000 kW wind power parity grid connection project plans to install 100 MW,28 wind turbines with a single unit capacity of 3000 kW and 5 wind turbines with a single unit capacity of3200 kW.Taking the project as an example,this paper introduces the construction organization design from the following aspects:the responsibilities and organization of the general contractor,project construction safety and quality management,main measures of progress control and plan management,construction organization and human resources plan.Safety management mainly refers to the establishment of safety production assurance and production supervision system.Engineering and technical personnel form safety technology assurance system,and safety supervisors form safety production supervision system;Quality management mainly refers to the establishment of quality objectives and indicators and the quality management system of general contractors and subcontractors.There will be no quality failure of grade I or above until the end of the warranty period,and the qualified rate of performance acceptance is 100%and the excellent and good rate is 98%.The progress of the project should be controlled according to the first-level and second-level network schedule plan,and the schedule management should take measures in the aspects of preparation,drawings,cross-work,special work,etc.The arrangement of human resources requires strict control of project managers,safety supervisors and professional leaders.
