区域科技创新的评价与分析研究——以营口地区为例

摘要 地区间发展不平衡,特别是增长极之间出现的"空心化"区域发展动力严重不足,是我国区域经济社会发展中最现实的问题。营口市处于五点一线的经济发展辐射带动边缘地带,经济发展陷入动能不足、环保约束大的困境,亟需寻找新的路径解决发展难题。为避免这些欠发达集中连片区域失去创新发展动能,陷入发展滞长陷阱,拉大区域发展差距。该文提出通过建设区域科技创新中心的思路,扶持一个新的有一定辐射能力的次增长极,与主要增长极呼应驱动,增补区域经济发展活力和新动能,实现新旧动能转换,协调推动区域发展。通过构建区域科技创新中心评价指标体系(共三级包括20项指标),应用熵权法对营口市及周边六地级市进行定量分析,分析有利条件与制约因素;同时应用定性分析,论证营口市区域科技创新中心建设的可行性及路径并提出对应措施。 The most realistic problem in China's regional economic and social development is the unbalanced development between regions,especially the serious lack of"hollowing out"regional development power between growth poles.Yingkou City is at the edge of five-point and one-line economic development driven by radiation.Its economic development is in the dilemma of insufficient kinetic energy and great environmental constraints.It is urgent to find a new path to solve the development problems.In order to avoid these underdeveloped regions losing the momentum of innovation and development,falling into the trap of development lag and widening the regional development gap.This paper puts forward the idea of building a regional scientific and technological innovation center to support a new sub growth pole with certain radiation capacity,echo and drive with the main growth poles,supplement the vitality and new kinetic energy of regional economic development,realize the transformation of old and new kinetic energy,and coordinate and promote regional development.By constructing the evaluation index system of regional scientific and technological innovation center(a total of three levels,including 20 indexes),the entropy weight method is used to quantitatively analyze Yingkou City and its surrounding six prefecture level cities,and analyze the favorable conditions and restrictive factors;at the same time,using qualitative analysis,this paper demonstrates the feasibility and path of the construction of Yingkou regional scientific and technological innovation center,and puts forward corresponding measures.
