何以侧重:民办非营利养老机构运营风险分担研究--基于江苏省W市的调研

How to Focus:Study on Risk Sharing of Private Non-profit Institutions for the Elderly--A Case Study of City W in Jiangsu Province

老龄化形势日益严峻,面对养老服务从补缺型向普惠型转变,民办非营利养老机构的运营服务质量有待提升。机构养老服务的准公共物品属性和对象的特殊性决定了民办非营利养老机构的运营风险成为利益相关主体的共担风险。基于对江苏省W市的调研,运用层次分析法发现,专业人员缺失风险和运营资金短缺风险是最主要的运营风险;在主要运营风险项目上,行业协会和政府对风险分担需更多起到主导作用,尤其是行业协会的主导作用要突出;民办非营利养老机构在风险分担中更多起到补充作用,需要政府和行业协会的有力扶持。总体来说,民办非营利养老机构提供良好服务质量的制约条件仍然在外部,需要外部配置基本的物质、组织和制度条件。

Facing the increasingly severe aging situation,and the social transformation requisition of elderly care services changing from residual pattern to universal pattern,the service quality of private non-profit institutions for the elderly needs to be improved.The attributes of quasi-public goods and the particularity of objects of non-profit institutions for the elderly determine that operational risk becomes the shared risk of stakeholders.Based on the survey of W City in Jiangsu Province,using the analytic hierarchy process(AHP),it is found that the risk of professional nursing staff shortage and risk of lacking operational capital are the most important operational risks.In the major operational risk field,industry associations and the government must play a more leading role in risk sharing,especially the prominent role of industry associations;at the same time,private non-profit institutions for the elderly play a complementary role in most situations,it needs more support from the government and industry associations.Generally speaking,the constraints of providing good service quality of private non-profit institutions for the elderly are still external,which need the material,organizational and institutional basis of external allocation.
