摘要
哲学社会科学是人们认识世界、改造世界的重要工具,其与自然科学研究占据同样重要的地位,共同决定了国家发展水平和综合国力。然而,目前社科类科研院所的管理体制存在行政化的问题,阻碍了院所理论创新和决策支撑水平的提升。本文总结了哲学社会科学创新工程体制改革的经验与不足,在此基础上提炼了社科类院所治理体制的改革框架。一方面,政府推进院所去行政化改革,扩大创新工程对社科类院所的稳定支持,全面落实院所自主权;另一方面,构建系统的院所内部治理体制,包括以首席研究员为引领组建科研团队,以科研人才为核心明确激励约束机制,以新型院所为载体建立跨学科合作平台,以学科性质为依据探索多元化评价机制。
As an important tool to understand and reform the world,social science took up the same important status as natural science research,which together determined the level of scientific development and strength of China.However,the administrate problem in the management system of social science research institutes impeded the improvement of theoretical innovation and policy consultation ability.This paper summarized the experience and problems of Innovation Project of Philosophy and Social Sciences.On this basis,the reform framework of social science institute governance system was put forward.On one hand,the government promoted the de-administrate reform,expanded the support of innovation projects on social science institutes,and implemented the autonomy of institutes.On the other hand,a systematic internal governance system of institutes should be established,including the research teams led by chief researchers,the incentive and constraint mechanism of scientists,the establishment of interdisciplinary cooperation platform,and the diversified evaluation mechanism depending on research nature.
