广东省化妆品生产企业质量管理风险分析及对策建议

Risk Analysis and Countermeasures of Quality Management of Cosmetics Manufacturing Enterprises in Guangdong Province

目的:分析广东省药品监督管理局组织开展的化妆品生产企业监督检查发现的风险问题缺陷项目,为监管部门及时发现并处置化妆品安全风险隐患,督促企业提升质量管理水平提供技术参考。方法:对2018年至2020年广东省化妆品生产企业监督检查情况进行统计、分析,找到化妆品生产企业质量管理体系中存在的安全风险隐患,并提出对策建议。结果:风险问题排序前五的是质量管理、物料控制、厂房设施、机构人员、产品管理。建议监管部门完善配套检查标准,统一检查尺度,完善检查执法体系,强化监管协同,加强检查人员培训,提升队伍素质;建议化妆品企业加强法规学习,提升合规意识,加强规范管理,持续改进质量,加大研发投入,提升品牌价值。

Purpose: To analyze the risk problems and defects found in the supervision and inspection of cosmetics manufacturing enterprises organized by the Guangdong Drug Administration, to provide technical reference for the regulatory authorities to discover and deal with hidden safety risks of cosmetics in a timely manner, and to urge enterprises to improve their quality management level. Methods: Statistics and analysis of the supervision and inspection of cosmetics manufacturers in Guangdong Province from 2018 to 2020, to find hidden safety risks in the quality management system of cosmetics manufacturers, and to propose countermeasures. Results: The top five risk issues are quality management, material control, plant facilities, organization personnel, and product management. It is recommended that the regulatory authorities improve the supporting inspection standards, unify the inspection standards, improve the inspection law enforcement system, strengthen supervision coordination, strengthen the training of inspectors, and improve the quality of the team;it is recommended that cosmetics companies strengthen legal learning, enhance compliance awareness, strengthen standardized management, and continuously improve quality. Increase investment in research and development to enhance brand value.
