摘要
热线问政是国家治理现代化的重要驱动力量,以北京市和山东省热线改革为例,对其内在机理进行探讨,系统阐释了热线问政如何驱动社会治理范式创新。研究发现,北京热线改革分为三个阶段“吹哨报到”阶段,通过党建引领、资源下沉和流程重塑,形成面向一线治理难题的新型“条块”关系;“接诉即办”阶段,通过数据感知、赋权街道和精准施策,实现“敏捷治理”和“智慧治理”;“未诉先办”阶段,通过“每月一题”“央地联动”、健全考核等机制创新,实现“主动治理”和“预防治理”。山东12345热线积极学习北京经验,虽仍面临部门弱势、重视不够、条块分割等问题,但已在社会治理中展现出巨大潜能。
Hotline politics has become an important driving force for the modernization of national governance,but there is little research about its internal mechanism.Taking the hotline reform in Beijing and Shandong Province as an example,this paper systematically explains how hotline politics drives the innovation of social governance paradigm.The study found that the reform of Beijing hotline can be divided into three stages:firstly,in the“whistle and check-in”stage,a new“strip and block”relationship facing front-line governance problems is formed through Party construction guidance,resource sinking and technological empowerment.Secondly,in the“complaint receiving and handling”stage,we realize“agile governance”and“intelligent governance”through data perception,street empowerment and accurate policy implementation.Finally,in the“do it before litigation”stage,we will realize“active governance”and“intelligent governance”through mechanism innovation such as“one question per month”,“central local linkage”and sound assessment.Shandong 12345 hotline actively learns from Beijing's experience.Although it still faces problems such as weak departments,insufficient attention and segmentation,it has shown great potential in social governance.
