自2020年5月以来,习近平总书记多次强调要立足新发展阶段,贯彻新发展理念,构建新发展格局,党的十九届五中全会更是把构建国内大循环为主体、国际国内双循环相互促进的新发展格局作为发展战略放在突出位置。构建新发展格局是党中央审新发展阶段之"时",度国内外环境之"势"做出的战略抉择,它的提出既具有现实层面的必要性又具有理论层面的科学性;准确认识和把握新发展格局的内核要求是构建新发展格局的前提和基础;同时,构建新发展格局必须以党为"舵",以企业为"桨",以乡村为"指南",形成构建主体的耦合机制融入于全面建设社会主义现代化国家,服务于实现民族伟大复兴的宏观远景。
