Deepening Paths and Countermeasures of Modern Agricultural Research System in Tianjin

天津市现代农业产业技术体系于2017年启动,2020年底完成第一轮建设,2021年启动第二轮建设。及时总结第一轮建设经验和问题,探讨第二轮建设的深化路径和对策,对提升体系运行效果有重要意义。首先全面分析天津市现代农业产业技术体系第一轮建设(2017—2020年)的总体状况和取得成效;在深入调研的基础上,力求精准掌握其建设和运行中面临的困难和问题;进一步从完善顶层设计及强化协调联动、需求导向、主体职能等方面明确体系建设的深化路径;最后从加强资源整合、完善共享平台、完善评价监管机制、加强资金科学管理等方面提出对策建议。

The modern agricultural research system in Tianjin started in 2017,completed its first round of construction in late 2020,and launched the second round in 2021.It is of great significance to improve the operation effect of the system by summarizing the experience and problems arising from the first round of the system construction and exploring the deepening paths and countermeasures.Firstly,the overall situation and achievements of the modern agricultural research system in Tianjing in the first round(2017-2020)are comprehensively analyzed,and a further survey is made to accurately grasp the difficulties and problems faced in the construction and operation of the system.Secondly,deepening paths of the system construction are identified from the aspects of improving the top-level design,strengthening the coordination and linkage,strengthening the demand orientation,strengthening the main functions.Finally,some countermeasures and suggestions are put forward in the aspects of resource integration,improvement of sharing platform,improvement of evaluation and supervision mechanism,and strengthening of scientific management of funds.
