上海国有资本投资提质增速策略研究

Study on Strategies of Improving Quality and Efficiency ofState-owned Capital Investment in Shanghai

国有经济在上海国民经济发展过程中起着不可替代的压舱石作用,对就业、经济增长、税收都具有相对稳定的贡献度。但目前上海国有资本在产业投资上,存在领域分散、规模能级低、存量资产盘活慢、人才和监管体系等方面难以满足未来产业发展需求。通过借鉴国内其他省市先进经验。建议未来5~10年,国有资本一是要明确战略定位,聚集重点领域,加强政府各部门间协同联动,集聚整合各类产业要素和资源,在国资国企管理体制机制上加快改革创新,扩大国有资本产业投资,引领上海产业高质量发展。

State-owned capital plays an irreplaceable role in the development of Shanghai′s national economy,which contributes to employment,economic growth and tax revenue.However,in terms of industrial investment,problems such as scattered fields,low scale,slow revitalization of stock assets,talents and supervision system,which are difficult to meet the needs of industrial development in the future still occurs.By drawing on the advanced experience of other provinces in China,it is suggested that in the next 5-10 years,state-owned capital should define its strategic orientation,focus on key areas,strengthen coordination among government departments,gather and integrate various industrial elements and resources,accelerate reform and innovation in the management system and mechanism of state-owned assets and state-owned enterprises,expand industrial investment of state-owned capital,and lead the high-quality development of Shanghai industry.
