基于校院两级管理体制的商学院协同运行模式探讨

推进校院两级管理改革,是有效激发高校二级学院办学活力,加快推进高校治理现代化,实现高等教育事业内涵式发展的必由之路。完善校院两级管理,要清晰界定校院两级权责利划分,提高权责规制的合法性,强化高校统筹、评估和监督功能,完善学校和二级学院治理架构,建立二级学院科学、系统、完善的内控体系。通过校院两级管理体制分析和高校改革实践研究,结合国内商学院发展现状和长远规划,探讨全面加快“双一流”建设背景下高校两级管理中商学院协同运行模式,对于建设一流商学院具有重要指导意义,也能有效促进高校事业纵深发展。

It is an important step to promote the reform of university-college two-level management system for enhancing the operation efficiency of subordinate colleges and accelerating the process of governance modernization in universities so as to achieve the intensive development of China’s higher education with high quality.In order to improve the university-college two-level management system,it is necessary to set clear definitions of rights,responsibilities and profits between the university and its subordinate colleges,improve the legal validity of regulations on rights and responsibilities,strengthen the functions of making overall planning,evaluation and supervision,and improve the governance structure in university and the subordinate colleges.It is imperative to establish a well-developed and systematic internal control system in subordinate colleges.Based on an analysis of the university-college two-level management system and research on the reform practice in Chinese universities combined with their status quo and long-term development planning,the paper studies the coordinated operation mode of business schools in the university-college two-level management system in the context of accelerating the implementation of the“Double First-Class”initiative,which is significant for guiding the progress of building first-class business schools and promoting the in-depth development of higher education in China.
