Promoting All-round Revitalization of Rural Areas with the Party Construction in the Form of Multi-village Alliances

坚持以党建创新引领乡村振兴对做好新时代“三农”工作具有重要意义。为适应农村经济社会发生的深刻变革,山东省淄博市因地制宜,探索以联村党建引领村庄抱团发展、共同发展的新路径,形成了强村带动型、村村互助型、村企联建型、城乡融合型等多样化的联建发展模式,在加强党的组织建设、推动产业发展转型、发展壮大集体经济、带动村民就业增收、实施乡村建设行动、提升基层治理能力等方面成效显著。实践效果表明,联村党建是推动基层组织体系创新和基层治理高质量发展的有益尝试。在新时期,为有效应对巩固拓展脱贫攻坚成果同乡村振兴有效衔接面临的新机遇和新挑战,建议分类推进联村党建工作,进一步推动基层治理体系和治理能力现代化建设。

Adhering to the leading role of the Party construction innovation in the process of rural revitalization is of great significance for the work concerning agriculture,rural areas and farmers in the new era.In order to adapt to the profound changes in rural economy and society,Zibo City,Shandong Province,has adjusted measures to local conditions,explored a new development path with the Party construction in the form of multi-village alliances,and formed diversified joint construction development modes.Remarkable achievements have been made in strengthening the Party's organizational construction,promoting the transformation of industrial development,developing and expanding the collective economy,increasing villagers’income and employment opportunities,implementing rural construction actions,and improving grassroots governance capacity.The practical results show that the Party construction in the form of multi-village alliances is a beneficial attempt to promote the innovation of grassroots organization system and the high-quality development of grassroots governance.In the new era,in order to effectively respond to the new opportunities and challenges faced by consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization,it would be necessary to promote the Party construction in the form of multi-village alliances by categories and further promote the modernization of grassroots governance system and governance capacity.
