全面推进乡村建设的路径探索与创新启示

Path Exploration and Innovation Enlightenment to Push Forward Rural Construction in an All-round Way

乡村建设旨在通过完善乡村基础设施和改善农村人居环境,提高农民公共物品可及性,进一步优化农民发展空间,以加快实现共同富裕。淄博市围绕巩固脱贫攻坚成果和推进乡村全面振兴两个大局,坚持“系统推进、民生导向、多元共建、建管结合”的乡村建设路径,持续完善乡村基础设施建设、深化农村人居环境整治,农民公共物品可及性不断提高、生活环境持续改善,形成了颇具特色的乡村建设“淄博模式”。但在此过程中,农村基础设施建设不平衡不充分问题依然突出,美丽乡村建设长效机制构建仍不健全,乡村建设惠民路径有待进一步探索,同时信息基础设施应用范围亟须进一步拓展。深入实施乡村建设行动,需要尊重农民意愿、厘清主体职责、加强制度建设,并积极鼓励创新发展。

Rural construction aims to improve the accessibility of farmers’public goods by improving rural infrastructure and residential environment,and further optimizes the development space of farmers to accelerate the realization of common prosperity.Focusing on consolidating the achievements in poverty alleviation and promoting the comprehensive revitalization of rural areas,Zibo adheres to the rural construction path of“systematic advancement,people's livelihood orientation,diversified co-construction,and combining construction and management”,and continues to improve rural infrastructure construction and deepens the improvement of rural residential environment.Consequently,the accessibility of farmers’public goods continuously improves,so as their residential environment.But in this process,the problem of unbalanced and insufficient rural infrastructure construction is still prominent,the construction of a long-term mechanism for the beautiful village construction is still not perfect,the path of rural construction to benefit the people needs to be further explored,and the scope of application of information infrastructure needs to be further expanded.To deeply implement the rural construction action,it is necessary to respect the wishes of farmers,clarify the main responsibilities,strengthen system construction,and actively encourage innovative development.
