加快建设可持续的农村养老服务体系,是落实积极应对人口老龄化国家战略的关键举措。山东淄博探索发展兜底型、普惠型、社会型的多种养老服务机构,构建以居家养老为基础、村庄养老为依托、机构养老为支撑的养老服务体系,初步形成了老人踊跃享受、村民积极参与、社会自愿助力、政府引导有效的共享型、内生型、可持续的农村养老服务供给新模式,有效满足了农村多层次、多元化的养老服务需求。淄博市创新农村养老服务的主要经验有整合盘活与共享利用相结合、财政投入与社会捐助相结合、养老功能与产业振兴相结合、公益岗位与志愿服务相结合、规范运营与严格监督相结合,为农村养老机构可持续运营提供了可参考、可借鉴的样板。要推进农村养老服务高质量发展,必须适合农村特点定制模式,整合共享现有资源要素、创新资金投入长效机制,激发乡村善治赋能活力,构建相关部门共推机制。这是农村养老事业顺利推进的重要保障。

Accelerating the construction of a sustainable rural elderly care service system is a key measure to implement the national strategy to actively respond to population aging.Zibo,Shandong Province has developed a variety of elderly care service institutions,and built an elderly care service system based on home-based elderly care,relying on village elderly care and supported by institutional elderly care.It has initially formed a new model of sharing,endogenous and sustainable rural elderly care service supplied with the active enjoyment of the elderly,the active participation of villagers,social voluntary assistance and the effective guidance of the government,which has effectively met the multi-level and diversified elderly care service needs in rural areas.Its main experience includes the combination of integration,revitalization and sharing,financial investment and social donation,pension function and industrial revitalization,public welfare posts and voluntary services,standardized operation and strict supervision.To promote the high-quality development of rural elderly care services,we must customize the model suitable for rural characteristics,integrate and share existing resource elements,innovate the long-term mechanism of capital investment,stimulate the vitality of rural good governance and build a co-promotion mechanism of relevant departments.
