加强政德建设是马克思主义政党的本质要求,也是新时代全面从严治党的现实需要。新中国成立以来,中国共产党在推进政德建设过程中经历了社会主义革命和建设时期的"探索式"推进、改革开放和社会主义现代化建设新时期的"成长式"推进和中国特色社会主义新时代的"强化式"推进等三个发展阶段。在这一进程中,政德建设积累了丰富经验:始终以时代发展需要引领政德建设的前进方向,始终以理想信念教育夯实政德建设的思想基础,始终以正风肃纪反腐作为政德建设的关键环节,始终以党规党纪国法筑牢政德建设的制度屏障,始终以思想文化建设优化政德建设的生态环境。新中国成立以来党推进政德建设的实践进程和基本经验为新发展阶段的政德建设实践提供了重要现实启示:坚持以回答新的时代课题为引领,坚持以理想信念教育为基础,坚持以党员干部作风建设为依托,坚持以党内法规制度建设为保证,坚持以党内政治文化建设为条件。

Strengthening the construction of political ethics is not only the essential requirement of Marxist political parties,but also the practical need of comprehensively and strictly administering the party in the new era.Since the founding of the People’s Republic of China,the Communist Party of China has experienced three development stages in promoting the construction of political ethics:the "exploratory" promotion in the period of socialist revolution and construction,the "growth" promotion in the new period of reform,opening up and socialist modernization,and the "strengthening" promotion in the new era of socialism with Chinese characteristics.In this process,we have accumulated rich experience:we have always guided the forward direction of political and moral construction with the development needs of the times,always consolidated the ideological foundation of political and moral construction with ideal and belief education,always regarded positive wind,discipline and anti-corruption as the key link of political and moral construction,and always built the institutional guarantee of political and moral construction with Party rules,Party discipline and national law,always optimize the ecological environment of political and moral construction with ideological and cultural construction.Since the founding of new China,the Party’s practical process and basic experience in promoting political ethics construction have provided important practical enlightenment for the practice of political ethics construction in the new development stage:adhering to the guidance of answering new era topics,adhering to the basis of ideal and belief education,relying on the style construction of Party members and cadres,and adhering to the construction of inner-party laws and regulations,adhere to the condition of inner-party political and cultural construction.
