摘要
数字技术发展带动新就业形态快速涌现,但公共就业服务体系对此应对不足,表现为政策不明确、认识不充分、统计标准与政策抓手缺失等。本文从协同治理模式视角出发,分析了我国公共就业服务体系融合新就业形态的现状和困难,提出面对新就业形态如何完善公共就业服务体系的建议,探索建立公共就业服务机构与新就业形态平台企业相互配合的协同治理模式,形成政府—平台企业—劳动者三方获利的“三赢模式”,推动全方位公共就业服务体系的发展。
The rapid development of digital technology has led to the rapid emergence of new forms of employment,but the public employment service system has insufficient response to this trend,manifested in unclear policies,insufficient understanding,and lack of statistical standards and policy foundation.From the perspective of collaborative governance theory,this article analyzes the current situation and difficulties of China's public employment service system integrating new forms of employment,and puts forward suggestions on how to improve the public employment service system in the face of new forms of employment,in order to explore the Collaborative governance integrating the public employment Service institutions and the new forms of employment and to form a"three-win model"where the government-platform company-workers are profitable,and promote the development of a comprehensive public employment service system.
