基于PDCA循环理论的化工生产企业安全管理长效机制研究

Studies of Long-term Effective Mechanism of Safe Management in Chemical Production Enterprises Based on PDCA Cycle Theory

化工生产企业的生产制造过程一般具有涉及专业多、工艺复杂多样、生产条件恶劣、生产原料介质易燃易爆、有毒有害、高温高压等特点,这从客观上就决定了安全生产和管理始终是关系企业生存和发展的首要问题。因此,建立契合自身实际的安全管理长效机制是化工生产企业生存和发展的迫切需求。本文根据PDCA循环理论,系统结合企业安全管理中的本质安全、责任落实、培训教育、预控预警、激励约束和应急响应等方面探讨如何构建"六位一体"的安全管理长效机制。

The production and manufacturing process of chemical production enterprises generally involves the characteristics of many specialties, complex and diverse processes, poor production conditions, flammable and explosive production raw material media, toxic and harmful, high temperature and high pressure, etc.This objectively determines that safety production and management is always the primary issue for the survival and development of such enterprises. Therefore, the establishment of a long-term safety management mechanism in line with their own reality is an urgent need for the survival and development of chemical production enterprises. According to PDCA cycle theory, this paper systematically discusses how to build a “six in one” long-term mechanism of safety management in combination with the aspects of intrinsic safety, responsibility implementation, training and education, pre-control and early warning, incentive and restraint and emergency response in enterprise safety management.
