摘要
中小学生减负问题一直备受社会关注,随着"最严减负令"的出台,中小学生减负再次成为社会焦点问题。通过对23份省级政策文本的分析,发现政策中的问题与潜在风险主要有:政策目标不明确可能导致执行偏差,强制性措施过多可能引发执行僵化,政策措施缺乏可操作性可能造成政策失真。因此,需要进一步提高政策目标的精准性,实现从"减负"到"提质增效"的跨越;协调配置各类政策工具,形成政策合力;细化减负政策的具体措施,加强各主体间的配合,共同为减轻学生学业负担而努力。
The problem of burden reduction of primary and secondary school students has always been concerned by the society. With the introduction of the most stringent policy of burden reduction,the burden reduction of primary and secondary school students has become a social focus again.Through the analysis of 23 provincial policy texts, it is found that the main problems and potential risks in the policy are as follows. Unclear policy objectives may lead to implementation deviation, too many mandatory measures may lead to implementation rigidity, lack of operability of policy measures may cause policy distortion. Therefore, we need to further improve the accuracy of policy objectives to achieve the leap from"burden reduction"to"quality and efficiency improvement", coordinate the allocation of various policy tools to form a policy force, refine the specific measures of burden reduction policy, strengthen the cooperation among various subjects, and work together to reduce the academic burden of students.
