智慧城市对城市基础设施建设水平的影响研究

摘要 文章基于2009~2017年中国267个城市的面板数据,利用DID方法实证检验了智慧城市试点政策对城市基础设施建设水平的影响。结果表明:智慧城市建设显著促进了城市基础设施建设水平,其作用效果在地区和城市等级上存在异质性差异。对东部地区、一般城市影响较大,对西部地区、重点城市影响较小,甚至可能存在抑制作用。分析其影响机制,可发现智慧城市试点政策通过提高城市信息化水平建设、提升城市创新水平,进而提升城市基础设施建设水平。本文据此提供相关政策性建议。 Based on the panel data of 267 cities in China from 2009 to 2017,this paper empirically tests the impact of smart city pilot policy on urban infrastructure construction level by using difference-in-differences(DID)method.The results show that the construction of smart city has significantly promoted the level of urban infrastructure construction,and its effect has heterogeneous differences in region and city level:it has a greater impact on the eastern region and general cities,less impact on the western region and key cities,and may even have an inhibitory effect.By analyzing its impact mechanism,it is found that the smart city pilot policy improves the level of urban infrastructure construction by improving the level of urban informatization and urban innovation.This paper provides relevant policy suggestions.
