政德是党员干部干事创业、从政立德所必备的政治素质,是整个社会道德建设的风向标。建构党的政德制度体系是建设新时代中国特色社会主义政党制度的需要,是政德内容和原则在党的建设中的制度化表达,为完善党的建设提供了重要的制度依据。新时代,加强政德制度体系建构要遵循理论价值与实践价值、制度优势与治理效能、思想建党与制度治党、问题导向与目标导向相统一的原则,不断凸显党的政德制度体系建构的政治性、理论性、组织性、针对性和纪律性,为扎实提高党的制度建设质量、夯实党的制度建设根基提供重要支撑。

Political morality is the political quality necessary for the Party members and cadres to start their own business and pursue political ethics.It is also the orientaton of social morality construction.The construction of the political ethics system of the Party is the need of the construction of the socialist political party system with Chinese characteristics in the new era,is the institutionalized expression of the political ethics in the party construction,and provides an important institutional basis for the improvement of the Party building.In the new era,the construction of the political ethics system should conform to the integration of the theory value and practice value,the system advantage and the governance efficiency,the ideological Party building and the institutional Party governance,the problem orientation and the objective orientation;the construction should highlight the political attributes theoretical properties,organizational characteristics,targeted features,and discipline strictness,so as to provide important support for improving the quality of the Party’s system construction and strengthening the foundation of the Party’s system construction.
