摘要
随着市场经济的建立,国家治理面对的一个巨大挑战是自上而下的集中体制的国家治理结构如何去解决因市场经济体制产生的一个自下而上的分散过程引发的各种问题。改革在权力的集中和分散两方面都采取了一些举措。国家治理的模式发生了一个从原来的政府掌控到政府主导下的多方合作的变化。未来的发展需要进一步厘清国家社会市场关系,政府需要在政务和事务中扮演好不同角色。
With the establishment of the market economy,a great challenge for state governance is how to solve the problems caused by the bottom-up decentralization in the framework of the top-down centralized government system.The reform takes some steps in both centralization and decentralization of power.The model of state governance has changed from government control to multi-party cooperation led by government.Future development needs to further clarify the state’s relations with market and society,and the government needs to play different roles in management affairs and political affairs.
