国际职业资格的本质就是国际人才标准。在全球网络空间背景下,以西方为中心和重心的地缘性知识网络正不可逆转地转化为更为开放、扁平、多中心化的全球知识网络,西方主导的国际人才标准(国际职业资格)也面临着在更广地缘空间的重新界定与再认可的前景。全球知识网络为中国引进国际人才标准并赋予中国元素提供了历史契机。在实施新时代的人才强国战略的过程中,借助国际职业资格这一重要介质,通过网络嵌入从而撬动全球知识网络,是中国积极应对全球人才大变局、有效避免"脱钩"的必要选择。

The essence of international professional qualification is international standard of talents.China promotes the setup of civil professional qualification system by means of bringing in and popularizing international professional qualification,and so gains lots of experiences in linking up the international talent market.In the context of global cyberspace,the Western-centred and centralized geo-knowledge network is now irreversibly turning into a more open,flat and poly-centric global knowledge network,and the Western-dominant international talent standard(international professional qualification)needs to be redefined and re-recognized.The global knowledge network provides a historic opportunity for China to introduce international talent standards and give them a Chinese dimension.As a result,it is a necessary choice for China to actively respond to the global change of talent and effectively avoid US’s Decoupling trick through linking to global knowledge network by means of introducing the international professional qualification.
