摘要
我国化学纤维行业是先进制造业和国际竞争优势产业,也是新材料产业重要组成部分,2020年产量占世界总产量的74%,目前正朝着加快实现化纤强国的目标努力。我国承诺的碳达峰、碳中和目标将引导化纤行业的绿色低碳发展,其中碳达峰标准又起到了引导、规范和支撑的作用。在现行的ISO国际标准和我国的政府型标准中,已有多项碳达峰相关标准,经过梳理后,ISO国际标准中碳核查核算、环境管理等标准对于化纤行业碳达峰标准有很好的指导,绿色制造、节能降耗等国内标准为开展化纤行业碳达峰标准工作提供了扎实的基础。与现有ISO国际标准和政府标准相配套,本文提出了我国化纤行业需在涉及绿色制造、节能降耗、基础通用、碳核算核查、节能减碳技术、低碳评价、碳排放管理等方面建立和完善多项标准,以便为化纤行业碳达峰工作提供引导和支持。
China’s chemical fiber industry is an advanced manufacturing industry with international competitive advantages,as well as an important part of the new material industry.By 2020,the output of China’s chemical fiber industry had accounted for 74%of the world’s total output.Currently,China is striving to achieve the goal of accelerating the development of chemical fiber power.The carbon peak carbon neutrality goal promised by China will guide the green and low-carbon development of chemical fiber industry,among which carbon peak standard plays a guiding,normative and supporting role.In the current ISO international standards and China’s government-based standards,there are many carbon peak-related standards.After sorting out,the standards of carbon verification and accounting and environmental management in ISO international standards can play a good role in guiding the carbon peak standards of the chemical fiber industry.Domestic standards such as green manufacturing and energy saving and consumption reduction provide a solid foundation for the development of carbon peak standards of the industry.In line with the existing ISO international standards and government standards,this paper proposes that China’s chemical fiber industry will establish and improve a number of standards in terms of green manufacturing,energy saving and consumption reduction,basic general purpose,carbon accounting verification,energy saving and carbon reduction technology,low carbon evaluation,carbon emission management,in order to provide guidance and support for the carbon peak work of the chemical fiber industry.
