摘要
国开办学共同体是教育责任共同体,是经济、社会、管理、文化等四个方面责任与利益的共同体。通过对电大时期和开大时期相关政策进行梳理归纳,运用政策文本分析法在社会、经济、管理、文化等四个方面进行比较分析,明确从电大到开大的发展中,社会责任得到继承与发展,经济利益得以延续与拓展,管理责任不断提升与增强,文化责任得到重视并起步。建议加强体系建设的顶层设计与实践,着眼于高端学术管理责任;创新总部与分部的职责分担与协同机制,服务开大建设大局;完善和创新不同类型的利益共享机制,持续做大教育办学成果。
School-running community of Open University is a community of educational responsibility,which is a community of responsibilities and interests in economy,society,management and culture.Through the comparative analysis of relevant policies and practices during the period of TVU and OU,it is further clarified that the social responsibility,economic interests,management responsibilities and the cultural responsibility should be inherited and developed.It is suggested that the top-level design and practice of system construction should be strengthened and high-end academic management responsibility should be focused.The responsibility sharing and coordination mechanism between headquarters and branches should be innovated to serve the overall construction.Different types of benefit sharing mechanisms should be improved and innovated,which will expand the achievements of education and school running.
