社区居家养老服务中多主体协同供给的理论选择

Theoretical Selection of Multi-agent Coordinated Supply in Home-based Nursing Service

作为国家主推、多主体共同参与的社区居家养老服务模式,由于参与主体之间的利益并不完全一致,如何协调主体间的关系就显得至关重要。本文以实现服务协同与资源协同、权力协同与政策协同为出发点,通过科学优化服务流程、打通服务反馈渠道、建立资源共享机制、厘清主体权责界限、建立政策保障机制等具体路径,为社区居家养老服务实现多主体协同提供可行的路径选择,实现服务供给的协同性,以期达到更好服务于老年群体、满足其养老需求的目的。

As a state-led and multi-agent community home-based care service model,since the interests of participants are not completely consistent,how to coordinate the relationship between the subjects is crucial.This paper takes the realization of service coordination and resource coordination,power coordination and policy coordination as the starting point.Through scientific optimization of service process,opening up service feedback channels,establishing resource sharing mechanism,clarifying the boundaries of rights and responsibilities of subjects,and establishing specific paths of policy guarantee mechanism,we provide feasible path selection for the realization of multi-agent coordination of community home care services,and realizes the coordination of service supply,so as to better serve the elderly and meet their pension needs.
