疾病预防控制快速响应机制的挑战与思考

Challenges and reflections of the rapid response mechanism of disease prevention and control

新冠肺炎疫情对全国卫生相关系统既是一次难度极高的挑战,也是总结经验教训、提升应对突发公共卫生事件应急响应能力的契机。习近平总书记强调要完善重大疫情防控体制机制,健全国家公共卫生应急管理体系,完善重大疫情防控体制机制是健全公共卫生应急管理体系的重要支撑。本文以经验事实为依据,通过文献综述系统梳理典型国家和地区突发公共卫生事件快速响应的经验和教训,结合专家咨询分析目前疾病预防控制快速响应机制的主要问题和挑战,并从网络直报系统和信息互通等方面提出思考与建议,为建设运转高效响应及时的疾病预防控制体系和快速响应机制提供决策参考。

The COVID-19 epidemic is not only an extremely difficult challenge to the national health-related system,but also an opportunity to summarize experience and lesson and improve the ability to respond to public health emergencies.General Secretary Xi Jinping stresses that improvement of the major epidemic prevention and control system and mechanism,improvement of the national public health emergency management system,and improvement of the system and mechanism of major epidemic prevention and control are the important supports for improving the public health emergency management system.Based on experience and facts,this paper systematically combs the experience and lessons of rapid response to public health emergencies in typical countries and regions through literature review,combines with expert consultation,analyzes the main problems and challenges of the current rapid response mechanism for disease prevention and control,and puts forward thoughts and suggestions from the aspects of network direct reporting system and information exchange to provide decisionmaking reference for the establishment of an efficient and timely response to disease prevention and control system and rapid response mechanism.
