美国对华“成本强加战略”的提出、结构困境与应对策略(上)

随着中国的崛起和积极开展海洋维权行动,美国针对中国提出了"成本强加战略"。"成本强加战略"是长期和平时期的战略,其目的是使发起国获得艰难条件下的比较优势,所运用的手段包括军事和非军事手段。"成本强加战略"存在一定的局限性:在成本方面,发起者需要承受相应的成本;在一致性方面,需要维持内部、外部和时间的一致性;在结果方面,是否达到预计效果存在不确定性。从现有情况和发展趋势来看,美国对华政策仍处于"成本强加战略"框架当中,该战略的范围将大幅扩大,也将增加新的元素,并将更加注重盟友和伙伴,以共同立场使中国付出更高的代价。对此,中国需要提前布局并积极予以应对。

With China’s rise and active maintenance of maritime right,the United States has proposed cost imposition strategies against China.The cost imposition strategies are strategies in a long-term peace period,whose purpose is to enable the initiators to obtain comparative advantages under difficult conditions,and the means used include military and non-military means.Since initiators need to bear the corresponding costs and maintain internal,external and time consistency,and the uncertain expected effects,the cost imposition strategies have certain limitations.From the current situation and development trend,the U.S.policy towards China is still in the framework of "cost imposition strategies",the scope of the strategy will be greatly expanded,and new elements and partners will be added,which will make China pay a higher price.In this regard,China needs to layout in advance and respond positively.
