城乡环境基础设施现状及对策探讨

Present Situation and Countermeasures of Urban and Rural Environmental Infrastructure

环境基础设施建设是保障城乡生态环境质量的根本,是促进经济社会可持续发展的重要支撑。一直以来,全国各地均在不遗余力地推进环境基础设施建设,取得了一定的成效,但与实现乡村振兴、服务城市高质量发展还存在一定差距。通过介绍环境基础设施的概念、特点及建设情况,阐述了其在融资机制体制、农村环境基础设施能力建设及管理、信息化建设、高能耗等方面存在的不足及面临的邻避困境,并提出了相应的对策及建议。

The construction of environmental infrastructure is the fundamental to ensure the quality of urban and rural ecological environment and an important support to promote the sustainable development of economy and society. All over the country has been sparing no effort to promote the construction of environmental infrastructure and achieved certain results, but there is still a certain gap with the realization of Rural Revitalization and serving the high-quality development of cities. This paper introduces the concept, characteristics and construction of environmental infrastructure, expounds its shortcomings in financing mechanism, capacity-building and management of rural environmental infrastructure,as well as information construction, high energy-consumption and the dilemma of neighbors. At last, it puts forward corresponding countermeasures and suggestions.
