基于双重委托代理的中国特色新型智库多层激励机制研究 被引量:2

摘要 [目的/意义]建立有效的激励机制对于中国特色新型智库提高成果转化率及提升服务政府决策的水平具有重要作用。[方法/过程]本文明确了中国特色新型智库咨询服务过程参与者的角色定位,论述了政府—新型智库—智库研究人员的双重委托代理关系,构建了中国特色新型智库多层激励模型,并对其进行求解与仿真,分析了政府激励系数、智库组织激励系数以及研究人员努力程度与各影响因素的关系。[结果/结论]研究发现:政府激励系数与智库组织管理水平正相关,与智库咨询服务社会化转换系数负相关;智库激励系数与智库组织管理水平负相关,与智库咨询服务社会化转换系数正相关;而双重监管对双层激励机制产生正向影响。因此,政府与新型智库应相互配合、各有侧重设计中国特色新型智库多层激励机制。 [Purpose/significance]Establishing an effective incentive mechanism plays an important role in improving the achievement conversion rate of new think tank with Chinese characteristics and improving the level of serving government decision-making.[Method/process]This paper clarifies the roles of the participants in the consultation service process of the new think tank with Chinese characteristics,expounds the double principal-agent relationship between the government,the new think tank and the researchers of the think tank.The multi-layer incentive model of the new think tank with Chinese characteristics is constructed,solved and simulated,and the relationship between government incentive coefficient,think tank organization incentive coefficient,researchers’effort and various influencing factors is analyzed.[Result/conclusion]The results show that the government incentive coefficient is positively correlated with the level of think tank organization and management,and negatively correlated with the transformation coefficient of the socialization of the think tank consulting service;the incentive coefficient of think tank is negatively correlated with the level of organization and management of think tank,and positively correlated with the transformation coefficient of the socialization of the think tank consulting service;and the double supervision has a positive effect on the double incentive mechanism.Therefore,the government and the new think tank should cooperate with each other and lay particular stress on designing the multi-level incentive mechanism of the new think tank with Chinese characteristics.
