论中国智库的“斗争性”——以《十问美国民主》研究报告为例的实践研究

On the“Struggle”of Chinese Think Tanks——Practical Research Based on the Research Report of Ten Questions on American democracy

[目的/意义]近年来,习近平总书记强调“以史为鉴、开创未来,必须进行具有许多新的历史特点的伟大斗争”,这对中国特色新型智库建设具有重大的指导意义。然而,面对中外舆论战以及部分美国智库对中国发展的误解、歪曲与抹黑,中国智库的“斗争性”有待加强。敢于斗争的理念和善于斗争的能力更是新时代中国智库亟待提升的重要内容。[方法/过程]本文以中国智库在2021年底美国召开所谓“民主峰会”的前夕发布的《十问美国民主》研究报告引起全球关注为分析案例,以发布人的亲历者身份复盘该报告的始末与细节,分析智库斗争性的核心要旨与时代要求。[结果/结论]在梳理总结美国智库对“斗争性”要求的发展历程与经验教训的基础上,继提出“官方指导+创新运营+重大话题+精准时点”的新型国际传播模式后,本文从职业理想、系统投入、研究能力和心理准备等四方面提出中国智库“斗争性”的新型拓展目标,以期为提升中国智库的国际话语权与世界历史叙事权提供可参考的理论与实践指引。

[Purpose/significance]In recent years,President Xi Jinping has repeatedly stressed that“to learn from history and create the future,we must carry out a great struggle with many new historical characteristics”,which has great guiding significance to the construction of new style think tanks with Chinese characteristics.However,in the face of public opinion war at home and abroad and the misunderstanding,distortion and smear from many American think tanks on China’s development,the struggle of Chinese think tanks needs to be strengthened.The concept of daring to fight and the ability to be good at fighting are important contents to be improved by Chinese think tanks in the new era.[Method/process]On the eve of the so-called“democracy summit”held in the United States at the end of 2021,this paper takes the Research Report of Ten Questions on American democracy released by Chinese think tanks,which has attracted global attention as an analysis case,repeats the whole story and details of the report as the witness of the publisher,and analyzes the core thrust of the struggle of think tanks and the requirements of the times.[Result/conclusion]On the basis of combing and summarizing the development process,experience and lessons of American think tanks’requirements for“struggle”,this paper puts forward the new expansion objectives of“struggle”of Chinese think tanks from four aspects:professional ideal,system investment,research ability and psychological preparation,in order to provide reference theoretical and practical guidance for improving the international discourse power and world history narrative power of Chinese think tanks.
