多源流理论视阈下高校智库建设政策议程设置研究

Research on Policy Agenda Setting of University Think Tank Construction from the Perspective of Multiple-Streams Theory

[目的/意义]高校智库是我国智库体系的重要组成部分。聚焦高校智库建设政策的议程设置问题,可凝练出高校智库建设政策的核心要素,继而为后续高校智库建设政策的动态调整做出预测。[方法/过程]本研究将多源流理论作为研究框架,从问题源流、政策源流和政治源流三方面来分析高校智库建设政策议程设置的动力因素。[结果/结论]研究发现,现有决策模式无法满足政府决策的需求、高校智库影响力较低、高校智库研究人员能力不高是高校智库建设政策的问题源流;地方政府的先试先行、政策网络成员的探讨分析构成了高校智库建设政策的政策源流;执政党的意识形态及新执政理论、国民情绪构成了高校智库建设政策的政治源流。2014年“政策之窗”开启,“三流”汇聚产生耦合效应,高校智库建设政策议程得以设置。同时,外部环境因素同样影响着高校智库建设政策的生产。

[Purpose/significance]University think tank is an important part of China’s think tank system,focusing on the construction of university think tank’s problems setting up in the policy agenda will refine the university think tank construction policy of core elements,and the construction of university think tank for subsequent policy dynamic adjustment to make predictions.[Method/process]This paper takes the multi-streams theory as the research framework,analyzes the dynamic factors of the policy agenda setting in the construction of university think tank from the sources of problems,policies and politics.[Result/conclusion]It is found that the existing decision-making model can not meet the needs of government decision-making,the influence of university think tank is low,and the ability of university think tank researchers is not high,which are the source of problems in the policy of university think tank’s construction.The members of the policy network’s research and local government’s action on think tank,which constitute the policy sources of the university think tank construction policy.The ideology,new ruling theory and national sentiment of the ruling party constitute the political sources of the policy of university think tank construction.In 2014,the“policy window”opened,and the convergence of“three streams”produced a coupling effect,and the policy agenda of university think tank construction could be set.At the same time,this paper finds that external environmental factors also affect the production of university think tank construction policies.
