结合大面积停电危害及典型案例,从法律法规、政策规章、标准规范等方面分析了开展大面积停电应急演练的必要性,从演练准备、情景构建、演练保障的角度剖析了广州大面积停电应急演练成功的关键因素,并在此基础上提出了大面积停电实战演练的提升建议。

In combination with the hazards and typical cases of large-scale blackout events,analyses are conducted on the necessity of implementing emergency exercises against large-scale blackouts from the aspects of laws and regulations,policies and rules,standards and specifications,and on the key factors for the success of emergency exercises against large-scale blackout events in Guangzhou concerning the preparation of emergency exercises,scenario configuration and exercise support,based on which several suggestions for optimizing the practical exercises against such large-scale blackout events are put forward.
