省级风险管控与修复名录中污染地块特征初步探析

A preliminary analysis of characteristics of contaminated sites in provincial risk control and remediation directory

《中华人民共和国土壤污染防治法》中明确提出"国家实行建设用地土壤污染风险管控和修复名录制度"(以下简称《名录》)。文章对截至2020年5月1日各省(市、自治区)公布名录中的信息进行了统计,分析了我国需要风险管控或者修复地块的一些基本特征。结果表明,重金属、石油烃和多环芳烃是常见的污染物,且重金属和有机污染复合的多种污染物并存现象普遍。在此基础上,对完善省级名录信息公开提出了3点政策建议,供有关环境管理决策部门参考。

The Law of"the People's Republic of China on the Prevention and Control of Soil Pollution"clearly stipulates that"the State implements a directory system for risk control and remediation of contaminated construction land"(hereinafter referred to as the directory).This paper presents a statistical analysis of the directories of provinces(cities and regions)published before May 1st,2020,and analyzes the basic characteristics of these contaminated sites.Heavy metals,petroleum hydrocarbons and polycyclic aromatic hydrocarbons are the common pollutants,and the coexistence of heavy metals and organic pollutants is common.And according to these findings,three suggestions are provided for improving provincial directory disclosure as a reference for the relevant decision-making departments of the environmental management.
