金沙江银江水电站移民安置统筹实施的几点思考

Several Thoughts on the Overall Implementation of Resettlement for Yinjiang Hydropower Station on Jinshajiang River

银江水电站地处攀枝花市主城区,既是水电工程,也是攀枝花市重大环境基础设施工程。因此在移民安置实施过程中,攀枝花市政府与项目业主达成了移民安置费用9×10^(8)元包干的合作协议,超出部分由攀枝花市政府承担。鉴于此并考虑到银江水电站移民安置与城市建设项目拆迁安置等工作同时进行,为使移民安置政策和地方政策衔接,实现区域征地拆迁工作总体平衡,移民安置工作需结合地方政府实际进行统筹。

Yinjiang Hydropower Station,located in the main urban area of Panzhihua City,is not only a hydropower project,but also a major environmental infrastructure project of Panzhihua City.Therefore,during the implementation of resettlement,the Panzhihua Municipal Government and the project owner have reached a cooperation agreement for resettlement costs of 900 million yuan,the excess of which is borne by the Panzhihua Municipal Government.In view of this and considering that resettlement of Yinjiang Hydropower Station and resettlement of urban construction projects are carried out at the same time,in order to link resettlement policies with local policies and achieve overall balance of regional land acquisition and resettlement work,the resettlement work needs to be coordinated with the actual situation of local governments.
