国家节能监测标准体系建设研究

Research on the Construction of National Energy Conservation Monitoring Standards System

作为国家节能标准体系的一部分,现行有效的国家节能监测标准具备一定的规模,能在一定程度上满足政府部门、用能单位的需求,但与近年来国家对节能工作的重视程度相比,节能监测标准体系建设明显滞后。本文系统梳理了节能监测标准体系建设中存在的问题,并提出了有针对性的解决方案,对深化节能监测标准体系建设、突出节能标准的规范引领作用、调动社会各方力量参与节能监测标准实施具有十分重要的意义。

As a part of the national energy-saving standards system, the current effective national energy-saving monitoring standards have a certain scale and can meet the needs of government departments and energy users to a certain extent. However, compared with the nation’s attention to energy conservation in recent years, the construction of energy conservation monitoring standards system obviously lags behind. This paper systematically combs the existing problems in the construction of energy-saving monitoring standards system, and puts forward targeted solutions, which is of great signicance to deepen the construction of energy-saving monitoring standards system, highlight the normative and leading role of energy-saving standards, and mobilize all social forces to participate in the implementation of energysaving monitoring standards.
